Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve their goals.
It is responsible for a number of support functions to make our agency as efficient, effective and impactful as possible.
Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security; Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development.
Learning, Engagement & Development Team:
The Learning, Engagement & Development (LEAD) team administers a comprehensive set of programs for the Colorado Department of Human Services (CDHS) employees.
These programs and activities include designing, delivering, and evaluating learning and development programs, team building, engagement, facilitating new employee orientation, managing the Career Pathing Program, managing the Performance Management Program, managing the employee engagement survey platform and analyzing results, coaching for leadership, facilitating mandatory compliance training, managing the Cornerstone LMS, and facilitating engagement programs such as Years of Service.
Staff consults with clients to identify learning and/or performance needs, provides recommendations and supports implementation of changes/improvements.

This position is responsible for the management and delivery of the Performance Management Program (PMP) at CDHS.
Job duties of the Performance Development Specialist include, but are not limited to:
Maintaining and updating the CDHS Implementation Plan in compliance with Board rules and DPA Administering the Cornerstone Performance module, including creating and executing all performance related tasks Troubleshooting and responding to customer questions in the PMP inbox Creating communication materials to inform staff on the PMP process Advising and coaching leaders on navigating the PMP Maintaining and updating the PMP intranet page Creating and facilitating training for the department about the PMP process, both the technical skills of navigating Cornerstone and soft skills (such as setting goals or how to conduct performance management conversations) Troubleshooting any technical issues with Cornerstone Administrator and Cornerstone Support Central Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum
Qualifications:
Six years of professional experience in a human resources or a learning and development function in one of the following roles:
program administration, project management, or managing a performance management program OR A bachelor's degree in Human Services, Public Health, Public Administration, Human Resources, Psychology, Instructional Design, Education, Organizational Development, Industrial-Organizational Psychology, Sociology, or a related field of study AND two years of experience in a human resources or a learning and development function in one of the following roles:
program administration, project management, or managing a performance management program (Part-time experience will be pro-rated).
Substitutions:
Additional appropriate education will substitute for the required experience on a year for-year basis.

Experience with or understanding of Instruction design and adult learning theory Experience managing a performance program Experience in project management Experience communicating across varying levels of leadership Experience working in Cornerstone or another learning management system Change Management certification Additional experience in Human Resources Conditions of Employment:
The successful candidate in this position will be willing to submit to and able to successfully pass a criminal background check.
This position may be required to travel to complete job duties, sometimes for multiple days/overnight.
