59 PM Mountain Description Leads a team responsible for conducting advanced community health data collection and analysis, data management, geospatial data services, and applied epidemiological and statistical methods to understand, describe, and predict the distribution and determinants of disease within populations.
Through a combination of team leadership and hands-on technical functions, leverages data sciences to help guide ACPH's efforts to improve population health in areas such as program planning, evaluation, grants management and policy development.
Advances data equity through methodological innovations, active listening, and authentic relationship building.
Duties Leadership and collaboration:
Develop and articulates a clear, compelling vision for public health informatics, population health epidemiology, predictive analytics and health-related geospatial data work at ACPH.
Translates and promotes tenets of innovation trends such as the Centers for Disease Prevention and Control's Data Modernization Initiative.
Oversees measurable efforts to achieve better, faster, actionable insights for decision-making.
Leads team efforts to work collaboratively with program staff across ACPH to discuss needs and collaboratively determine how to appropriately and effectively apply data analytics to support goals, including advocating and supporting data-driven decision-making at all levels of the agency and in coordination with other county departments.
Leads and enables efforts to collaborate robustly across systems and sectors.
Advances equity and serves as an ambassador for the agency, the county, and the field of public health through outreach, listening, customer service, and relationship building.
Community health data collection and analysis:
Creates usable information from data that support a holistic understanding of health, centered on health equity, which can be communicated to ACPH staff, partners, community members, and city and county agencies through a variety of communication channels as needed to support programmatic goals.
This requires understanding cross-sector data and concepts related, but not limited, to urban planning, criminal justice, education, municipal level policies, environmental hazards, and emergency preparedness.
These tasks require an advanced level of understanding, utilization, and ability to query and manage raw data from all available health data sources such as vital records, electronic health records, CDPHE health monitoring systems, BRFSS, Healthy Kids Colorado Survey, Child Health Survey, PRAMS, CHAS and Syndromic Surveillance.
In addition to health data, this position requires the ability to understand, query, and manage data sources including American Community Survey, State Demographer Population, crime, land-use, and other sources as needed by ACPH programs.
GIS administration and services:
GIS services are supported agency wide through the team overseen by this position, resulting in the production of print maps, interactive web-based maps, and geo-spatial data.
Health planning and evaluation:
This role is key in supporting ACPH's planning initiatives, including the Public Health Improvement Planning process and Strategic Planning Process, by ensuring sound epidemiologic principles underlay and support all aspects of the plans.
Uses performance measures to evaluate and improve program effectiveness agency wide.
Participates in strategic planning and visioning regarding the epidemiologic needs of the agency.
Data management:
Responsibilities include the development, maintenance, and enforcement of standards related to data storage, file naming and organization, and project documentation and organization.
Responsible for continual assessment of these processes to facilitate an organized backend that maximizes project collaboration and appropriate access to data analysts.
This includes collaboration on countywide solutions such as the development and maintenance of a centralized data warehouse to allow for the storing, analyzing, and interpreting of data to facilitate better decision-making.
Data/analysis communication materials:
Leverages innovative ways to develop and deploy information from relevant data and analyses supporting programmatic work.
Products may include presentations, factsheets, infographics, reports, websites, geospatial products and public-facing interactive/queryable web dashboards.
This requires the appropriate use of platforms such as Adobe Photoshop, Adobe InDesign, PowerPoint, Publisher, and Power BI to support and assure internal and public facing data visualization and requires knowledge (and the ability to figure out how to develop complex tasks) in HTML, ARACDE, SQL, Javascript, and Python in the development of websites, interactive GIS maps, and dashboards.
Supervisory
Responsibilities:
Provides leadership, guidance, and coordination of staff responsible for conducting advanced community data collection and analysis, data management, GIS administration and services, and the development and deployment of data communications in support of programs agency wide.
Champions opportunities for ongoing professional development and direct application of new skills for team members.
Serves as a resource and expert in epidemiology and statistical analysis for ACPH programs and provides technical guidance to staff.
May serve as a work lead for staff who are not direct reports as well as interns or practicum students.
Emergency Preparedness and Response Responds, as required, to support public health emergencies, incidents, and events.
Employee participates in all exercises and drills on emergency preparedness and response, as required.
Completes trainings identified as appropriate for this level employee and initiates corrective actions and responses pursuant to Federal, State, and Local laws, statutes, and regulations.
Skills, Abilities and Competencies:
Supervision and team leadership:
Experience leading, supervising, and motivating a team to meet agency health data and informatics goals and objectives.
Includes overseeing coaching, training, and onboarding of staff; managing team workflow, processes and achievement of performance goals; and aligning team efforts with data science best practices as well as appropriate allocation of resources to support agency needs.
Collaboration:
Proven ability to routinely demonstrate a collaborative leadership style that embraces a diversity of opinion leading to clear outcomes.
Knowledge of local public policy processes and principles of authentic partner engagement and experience developing and maintaining effective working relationships across a variety of sectors.
Technical capacity:
Documented capabilities in statistics, GIS, and data visualization computer applications and software such as SAS, R, ArcGIS, PowerBI, Tableau, EpiInfo, RedCap, Microsoft Office Suite, Adobe Photoshop, Adobe InDesign, and familiarity with basic coding (HTML, SQL, Javascript, Python).
Data management:
Skilled in applying the principles of informatics, including data collection, processing, and statistics/analysis, in support of epidemiologic practice and in innovative ways to incorporate non-traditional data sources with traditional public health data.
Well versed in epidemiologic principles, techniques, practices, and procedures as related to public health planning, evaluation, needs assessment, statistical analysis, and data interpretation.
Knowledgeable in quantitative and qualitative research and primary data collection methods including survey design, focus group design, key informant interviews.
Knowledgeable in data storage solutions and the implications for storage across system types.
Experienced in applying the principles of good ethical/legal practice as they relate to study design and data collection, storage, dissemination, and use.
Communications:
Outstanding verbal and written communication skills including the ability to adapt presentation style to fit audiences of varying technical levels.
Experience effectively conveying data-driven information via written and oral reports, grant applications and presentations to diverse audiences including policymakers and the public.
Equity:
Demonstrated working knowledge of the principles of health equity and the social determinants of health and how they are applied, including an understanding of oppression, privilege, and social justice.
Ability to understand how health equity can impact the spread and containment of diseases and develop ideas for why that may occur in a community.

Experience:
A bachelor's degree in a related field and six years direct and relevant experience in applied data sciences, epidemiology or biostatistics may substitute for a master's degree.
OR A master's degree from an accredited college or university with coursework in data sciences, epidemiology, biostatistics, public health, health planning, or a related field is required and four years of relevant work experience.
OR A Doctoral or Professional Degree with two years of relevant work experience.
