(IIS) is currently seeking a Manager to lead a program in support of the U.S. Air Force Space Command to manage the Depot-level (D-Level) sustainment services for the radar and optical sensors controlled and operated by United States Strategic Command (USSTRATCOM), Northern Command (NORTHCOM) and Air Force Space Command (AFSPC) under the Sustainment and Modification of Optical and Radar Sensors (SMORS) contract. These sustainment services include the following: Life Cycle Logistics Sustainment, Program Protection, Software Version Releases, Low Cost Modifications, System Engineering, and Program Management. The supported sensors include Ballistic Missile Early Warning System (BMEWS) radars; PAVE Phased Array Warning System (PAWS) radars, and the Perimeter Acquisition Radar Attack Characterization System (PARCS) radar, as well as Ground-based Electro-Optical Deep Space Surveillance (GEODSS) optical sensors. The Program Manager will lead the multi-company program team driving sustainment expertise to manage cost, performance, schedule and risk. The Program Manager will be responsible for the contract transition and execution of all aspects of depot level support of sensor systems located in multiple global locations. He / She will be the primary interface with senior Air Force and Raytheon management, as well as internal and external customers. The Program Manager will provide effective management of sustainment services, manage government furnished property and equipment, ensure compliance of contractor activities with all customer mandatory policies, manage contract expenditures and ensure accurate financial reporting, provide continuous monitoring and improvement of contractor performance, and establish and maintain business and technical relationships. Responsibilities include, but are not limited to: Support meetings with customers, end users, and other vendors Develop and implement a Program Management Plan (PMP) Conduct Integrated Product Team (IPT)/Integrated Baseline Reviews (IBR's) with the government customer Provide monthly status reviews to and conduct quarterly Program Management Reviews (PMR's) with the government customer Develop, manage, and execute an Integrated Master Plan (IMP) and an Integrated Master Schedule (IMS) for sustainment services consistent with the Contract Work Breakdown Structure (CWBS) Ensure contractor personnel observe and comply with all mandatory local, host base, host nation, headquarters, United States Air Force (USAF), and Department of Defense (DoD) policies Maintain accurate and up-to-date licenses, service contracts, warranties and subscription services required for performance of work Report any loss or damage of assigned Government property Report all contractor labor hours (including subcontractor labor hours) required for performance of services Provide input to the Government for the Centralized Asset Management (CAM) documents Respond to a Government's Statement of Objectives (SOO)/Statement of Work (SOW) for a Software Version Release, a Low Cost Modification or other Government request Develop and implement a Quality Management Plan (QMP) which emphasizes continuous process improvement activities Ensure quality records are maintained intact and available to Government for the life of the contract Establish and maintain Associate Contractor Agreements (ACAs) with the AFSPC's site Operations, Maintenance and Support (OM&S) contractors Establish/coordinate processes with 21st Space Wing to collect radar performance and other related data needed to develop and track key performance metrics Establish and maintain ACAs with the contractors performing legacy sustainment and modification tasks for systems which interface and require integration with the systems covered in the SMORS contract Provide Small Business (SB) contractors with substantive work and report semi-annually the progress on meeting the SB goal of 20% of total contract value Report annually the progress on meeting the Public Private Partnership (PPP) goals for the Sustainment Services TO of 4% in year 1 of the contract; 6% in year 3 of the contract; and 8% in year 5 of the contract. Ensure successful transition to and from the SMORS contract Provide financial information for government insight and cost management Establish and maintain a property control system for review and approval by the assigned Government Property Administrator (GPA) Perform annual physical inventories of all Government property Establish and maintain tool accountability, custodial and control system for all tools used in the performance of the contract Dispose of equipment IAW government customer direction Required skills: Fourteen (14) or more years of hands-on program management experience on integrated engineering and sustainment programs of up to and over $50M annual sales Demonstrated knowledge of U.S. Air Force Space C2, Missile Warning and Air Defense operations and acquisition strategy Demonstrated experience in leading a mission critical technical team consisting of multiple (3 or more) core small businesses and up to two large business teammates. Ability to establish and maintain good working relationship with all levels of the organization, including government customers, subcontractors, engineering organizations, IPT members, Supply Chain Management, and supporting functional organizations Functional management experience, with direct responsibility for supporting one or more business areas Proven multi team and customer negotiation skills Task prioritization, planning, staffing, scheduling, and conflict resolution Ability and willingness to travel Outstanding written and verbal communication, strong presentation and organizational skills, and a keen attention to detail RTN Program Manager Level 2 Certification or ability to achieve within 6 months.
