The Proposal Manager is a strong leader, mentor, and team-builder. The candidate is responsible for managing assignment, work-flow, and technical writing requirements of multiple proposal efforts while at the same time managing large IDIQ proposal efforts in support of a capture manager. The Candidate is responsible for the development and timely submission of all proposals with short suspense dates and to conduct color team reviews or other standard proposal management processes. The candidate is also responsible for responding to requests for information from multiple Executive Management, Program Managers, Business Developers, and company officers. This includes but is not limited to researching various government agencies for business opportunities and registering the company with various contracting organizations such as NATO and the United Nations. The Proposal Manager is responsible for coordinating with the Contract Administrators to ensure that the overall proposal process incorporates all required elements of the FAR and DFAR. The candidate is responsible for interacting with costing, accounting, legal, security, and ITAR officers to manage supporting proposal processes and procedures commensurate with NEK's culture and requirements. The candidate is responsible for the quality control and formatting of proposal volumes and specific proposal content to be compliant with solicitation instructions. The Proposal Manager is responsible for the maintenance and upgrading of the proposal database in MS Access. Additionally, the Proposal Manager is responsible to ensure that all costing is accurate, complete and within company guidelines. The candidate must mentor, train, and advise company officers, Business Development personnel, Program Managers, and other employees on proposal processes and procedures.
Manage assigned proposal efforts and work-flow of multiple proposals
Manage large IDIQ proposal efforts as a capture manager
Development and timely submission of all proposals
Respond to requests for information from multiple personnel
Research various government agencies for business opportunities
Register the company with various contracting organizations
Coordinate with the Lead Proposal Manager and the Contract Administrators
Interact with costing, accounting, legal, security, and ITAR officers
Act as capture manager for assigned proposals efforts
Vet and format resumes and past performance citations
Provide technical writing capacity, oversight, and direction to selected proposal efforts
Maintenance and upgrading of the proposal database in MS Access
Ensure that all costing is accurate, complete and within company guidelines
Mentor, train, and advise Business Development personnel, Program Managers, and other employees on proposal processes and procedures
Plan proposal and proposal support activities, prepare the master proposal schedule, and manage the proposal preparation process.
Analyze the government solicitation, identify all requirements and criteria for evaluation, and prepare the detailed proposal outline.
Develop and manage the proposal team: assign key proposal leaders, technical writing assignments for proposals requiring a highly technical approach; allocate proposal personnel and resources to proposal leaders; and issue effective proposal kick-off instructions to proposal team staff.
Develop guidelines and processes for detailed pricing inputs, working closely with the Price Volume Leader to ensure cross-pollination and consistency.
Integrate the efforts of all involved technical, management, contracts, pricing, and business staff into the proposal development process; similarly, integrate efforts of proposal team staff into the production process.
Control all proposal tactics, including implementation of strategies, discriminators, and win themes.
Control all corporate commitment statements.
Approve, resolve, and control any solicitation exceptions or deviations.
Prepare, present, conduct, and participate in reviews at all stages in the proposal.
Ensure that the proposal conforms to the instructions, evaluation criteria, and SOW in the solicitation.
Define, document, implement, and support continual proposal process improvement.
Required Skills, Experience and Education Requirements:
Bachelor's degree plus 5 years experience as a proposal manager; OR ten years military management experience and 5 years proposal management experience.

o Communicate effectively with the Capture Manager, Volume Leaders, Review Team Leader(s), program managers, and others, as appropriate.
o Anticipate and resolve proposal challenges and problems.
Willing and able to perform in a variety of proposal development roles, including but not limited to leading sections and/or volumes, and technical writing and editing, as needed.
Able to coordinate activities and build schedules to accommodate geographically dispersed teams.
Additional Requirements:
Must be able to stand or sit for extended periods of time, and move about the facility.
Applicant selected will be subject to government security investigation and must meet eligibility requirements for access to classified information.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
