Responsibilities
Vencore has a need for a Project Manager to support the Ground Based Space Surveillance Systems Sensor Support Services (S3) contract with the Air Force Space and Missile Center Space Superiority Systems Directorate (SMC/SY) which equips US forces with space control capabilities, consisting of command & control (C2), space situational awareness (SSA), and offensive & defensive space control to gain, maintain, and exploit space superiority. SMC/SY Ground Based Space Surveillance Division (SMC/SYG) executes sustainment program management, sustaining engineering, maintenance and supply support, service life extension programs, major and minor weapon system modifications, development and sustainment of data tools/products and organizational level support for the following types of operational Air Force assets:
SSA ground sensors (radar and optical), space C2 capability and the overall integration and exploitation of traditional and non-traditional data sources. Specifically, the SYG Division's sensors provide timely and accurate metric and space object identification (SOI) data on Near Earth (NE) and Deep-Space (DS) objects. These sensors also provide data for SSA catalog maintenance and support for special events (e.g. space launches, satellite breakups, and maneuvers). The SYG Division also provides hot-back-up to the Joint Space Operations through the Distributed Space Command and Control (DSC2) Center at Dahlgren (DSC2-D), enables Command and Control for the Space Surveillance Network, and supports the development and sustainment of operation C2 tools through the Integrated Space Situational Awareness (ISSA) program. This position will be responsible for the performance of technical projects within the S3 contract in accordance with contract requirements and company policies, procedures and guidelines. Directs and supervises all support resources for the performance of project assignments and activities. Manages the technical direction of a project through the design, implementation, and testing in accordance with project objectives. Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems. Responsible for the preparation of and accountability for all contract deliverables. Responsible for assisting in the technical leadership and direction to a multidisciplinary staff. Develop and operate a variety of technical systems related to the specific job function. Specify systems requirements and insure that completed systems meet requirements. Support data acquisition process control. Prepares and approves Standard Operating Procedures, Protocols and other technical documentation. Able to supervise, manage, support and evaluate personnel.
Qualifications
Required Experience, Skills and Attributes- Bachelor's Degree is required in Business, Engineering, Computer Science, Math, or Physical Science. - 10
years of strong demonstrated experience managing DoD type projects/tasks.- Experience in performing risk analysis and mitigation on Ground System and its software and hardware components using DoD approved risk analysis process. - Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. - Knowledge of safety and security regulations, practices, and procedures. - Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process- Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. - Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.- Knowledge of planning and program management to execute major projects, provide expert advice to colleagues, and present innovative recommendations for advancing programs and/or methods. - Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. - Demonstrated experience working with Air Force and DoD contractors in a development environment- Experience writing and delivering technical documents and briefings

The check will bounce and the victim is left responsible.
