CYBERSPACE OPERATIONS ADVISOR

A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions. May be required to perform N&NC Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DOD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as Key positions who do not agree to this condition shall not be extended an offer of employment. Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of the regulations, policies, and practices of DOD as well as interagency and international partners to formulate and recommend NORAD and USNORTHCOM cyberspace strategy, policies, plans, and initiatives required to generate strategic effects, enhance all domain awareness and inform the Combatant Commander's decision cycle for homeland defense and civil support missions. Must be able to synthesize various sources of information to develop courses of action, provide recommendations, and independently pursue resolution of issues or problems in homeland defense strategy, policy, and plans. Extensive knowledge of NORAD and USNORTHCOM staff procedures used to accomplish special projects and prepare position papers, briefings, and other documentation used by the Director of Cyberspace Operations to arrive at position on requirements generation, programming, installations, and Congressional issues FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to DOD cyberspace strategy, policy and operational planning, to include joint doctrine, concepts and initiatives. Thorough knowledge of interagency cyberspace operational planning processes and doctrine, national intelligence organizations, and other pertinent interagency organizations. 2. Knowledge of a comprehensive range of administrative functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation. Ability to make critical and objective characterization judgments and formulate recommendations. Skill in the interpretation, analysis and application of guidance and policies. 3. Ability to analyze, plan, and adjust work operations of one or more organizational units to meet program requirements and objectives within available resources. 4. Ability to react in a high stress environment, to intense domestic event situations, make critical characterization judgments, formulate recommendations that have major national impact/consequences and transmit those recommendations clearly and concisely. 5. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
