SUPERVISORY TRANSPORTATION SPECIALIST

Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Thorough knowledge of the duties, priorities, policies and program goals of the branch sufficient to guide personnel in daily requirements. Knowledge of transportation concepts, principles, and methodology to provide program management and technical assistance on a wide range of complex issues and problems associated with movement of passengers and personal property. Ability to evaluate traffic program operations, to analyze operating conditions and to recommend improvements to determine efficiency and effectiveness of the operation. Knowledge adequate to determine which information is pertinent to the problem/issue currently being worked. Knowledge required to coordinate the work of the branch with other agencies outside of the office, worldwide, and ability to recognize the need and ability to effectively accomplish the coordination under various conditions. Knowledge of the Transportation Operational Personal Property Standard System (TOPS) sufficient to recognize/solve functional performance problems and effect rapid solutions. Basic knowledge of a wide range of contract principles, policies, and methods to accomplish contracting actions such as pre-procurement planning and determining contractor qualifications. OR EDUCATION:
I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE:

I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of traffic management policies, principles, practices and techniques including knowledge of personal property movement, personal property entitlements, travel entitlements, carrier industry practices, international, state, and local laws and operations and shipping requirements within the transportation function. Knowledge in all phases of receiving, pick-up, storage and delivery of household goods. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Skill in interpreting regulations, policies and procedures. Ability to analyze problem areas, make recommendations and initiate solutions. Knowledge of Personal Property Systems as it relates to functional area. Knowledge of the Federal Acquisition Regulation as it pertains to performing contracting officer responsibilities. Ability to locate and assemble information for various reports, briefings and conferences. Ability to perform personal property functions at the Air Staff level. PART-TIME OR UNPAID
Experience:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
