ORBITAL ANALYST
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated as a Key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their ilitary recall status if alternative for filling of the position during an emergency are not available.
Qualifications:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includesmastery knowledge of the methods, techniques, and practices associated with conjunction assessment methods and tools, including comparing owner/operator-provided ephemerides/trajectories to National Space Defense Center (NSDC) internal Special Perturbations (SP)- derived ephemerides/trajectories to verify accuracy, and identify and account for owner/operator planned maneuvers; expert operational knowledge of a wide range of computer techniques, analysis methods, operational procedures, orbital mechanics, to include a thorough understanding of the operation of the NSDC mission systems in order to accomplish the; and Mastery knowledge of current orbital analysis methods and astro-dynamic tools such as:
Automatic Differential Correction (ADC), Manual Differential Correction (MDC), Manual Piece Separation (MPS), Special Perturbations (SP), Simplified General Perturbations Version 4 (SGP4), Computation of Miss Between Orbits (COMBO), SuperCOMBO, and Satellite Propagation and Element Correction for Test and Research (SPECTR) in order to interact with NASA, the IC, National Reconnaissance Office, sensor sites, and other analysts and exchange information that is created, analyzed or maintained by the use of these tools. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge and ability to perform satellite conjunction assessment screenings and thoroughly analyze associated SDA observations, orbital parameters, owner/operator ephemeris data, trajectory accuracy, and special perturbations (SP) vector quality including precision orbit determination updates containing manual differential corrections and other statistical estimation techniques. 2. Advanced knowledge of current SDA systems including NYX to access, retrieve, and display satellite catalog and observation catalog database information. 3. Ability to perform orbital analysis on earth-orbiting objects. 4. Ability to research, analyze, interpret, and present data and supporting analyses to management by manipulating extremely large amounts of data in the emerging SDA operating system environment. 5. Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions while communicating effectively, both orally and in writing. 6. Ability to document operational knowledge into checklists, lesson plans, and updated procedures. 7. Broad knowledge of accepted Space Situational Awareness procedures and policies. Knowledge of AF, USSF, and USSPACECOM procedures and policies. PART-TIME OR UNPAID

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK
