SATELLITE NETWORK SCHEDULER

This is a Key Position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of the key position must be screened from military recall status. May be required to act as the shift supervisor in the absence of the supervisor. This may require the incumbent to perform a variety of technical and administrative duties to include, but not limited to:
approving leave for a few hours or emergences; providing input to the supervisor on performance, training needs, etc. of other employees; insuring adequate working conditions; assisting trainees and checking on their work; and resolves operational problems normally resolved by the shift supervisor. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and ability to apply AFSCN Range Operations policies, procedures, and memorandum of understanding and agreements. Comprehensive knowledge in conflict resolution to serve and/or lead working groups in negotiating solutions; coordinate and resolve problems that arise during conflict resolution; real-time emergencies; and technical interchange meetings. Knowledge of satellite requirements and ground equipment capabilities to build resource allocation schedules that assures maximum support is provided to each satellite program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of AFSCN Range Operations or similar type system policies, procedures, and memorandum of understanding and agreements. 2. Knowledge of satellite requirements and ground equipment capabilities to build resource allocation schedules that assures maximum support is provided to each satellite program. Ability to effectively communicate both orally and in writing in a clear and concise manner with a wide variety of personnel to include military, contractors, and government personnel using tact and diplomacy. 3. Comprehensive knowledge in conflict resolution to serve and/or lead working groups in negotiating solutions; coordinate and resolve problems that arise during conflict resolution; real-time emergencies; and technical interchange meetings. 4. Working knowledge of computer operations and data management. 5. Ability to use logical assessment and ingenuity to arrive at innovative conclusions where policies and directives are scarce or nonexistent. 6. Ability in understanding concepts, principles and practices involving orbital mechanics, mechanical, electrical, aerospace, and computer technical fields as it relates to satellite scheduling. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
